Jobs Description

The Construction Manager I will ensure that the stormwater infrastructure assessment contract is performing to specifications and will be responsible for the QA/QC of data as well as the identification of maintenance and capital projects resulting from those assessments. The Construction Manager will ensure that the permit requirements related to illicit discharge inspections are met and will assist with Field Ops on water, sewer and stormwater maintenance projects. This position will also inspect construction sites for adherence to specifications, timelines, budgets, and other project management issues. ** Responsibilities - Manage homebuilding construction through all phases to ensure the delivery of a quality home. - Schedule subcontractors and delivery dates for materials. - Ensure all building codes and Meritage Home standards of quality are met. - Conduct walk-through inspections and other scheduled inspections with the homeowner. - Communicate safety standards to laborers and sub-contractors; enforces safety regulations on all job sites. - Maintain a clean and organized jobsite and subdivision. - Interact daily with various departments of company, subcontractors, customers, and city inspectors. - Attend Construction, monthly and quarterly meetings. ** For all positions: - Ability to establish and maintain effective working relationships with elected officials, coworkers, the press the general public and members of diverse cultural and linguistic backgrounds regardless of race, religion, age, sex, disability, political affiliation, gender identity or sexual orientation. - Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of all state, county and city ethics and conflicts of interest policies. Strong understanding of ethical behavior is required. - Ability to maintain regular and punctual attendance. ** Civil Engineer ** Position Summary Advanced professional and supervisory civil engineering work in the planning design, construction, inspection and maintenance of a variety of public works projects and facilities. ** Illustrative Examples of Essential Duties: - Participates and supervises in the preparation and production of construction plans and specifications for highways, bridges, water supply projects, street lighting projects, street parking, sanitary and storm sewer works, hydraulics, and other public works - Reviews field surveys to develop information required for design and construction of public works projects - Reviews plans for public works projects for compliance with standards - Prepares reports and makes preliminary feasibility studies for public works projects - Reviews permit applications for proposed utility installations and construction and makes recommendations to supervisors on effects to existing or proposed utilities - Acts as liaison between City and contractual engineers, utility companies, engineering firms and/or city departments engaged in construction - Participates in corrosion or erosion engineering work and control programs - Makes recommendations for construction and improvement of city facilities - Supervises the preparation of cost estimates for public works projects - Supervises and participates in preparation of City engineering procedures - Prepares and presents comprehensive reports and studies for public works projects - Reviews permit applications - Supervises the inspection of a wide variety of public works construction projects - Performs related work as required ** For all positions: - Ability to establish and maintain effective working relationships with elected officials, coworkers, the press the general public and members of diverse cultural and linguistic backgrounds regardless of race, religion, age, sex, disability, political affiliation, gender identity or sexual orientation. - Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of all state, county and city ethics and conflicts of interest policies. Strong understanding of ethical behavior is required. - Ability to maintain regular and punctual attendance. - For all technical, professional, supervisory and managerial positions: - Ability to develop innovative and creative solutions to issues consistent with the City's strategic plan. ** Minimum Requirements: - Currently registered as a Professional Engineer by recognized organization ** Physical Requirements: - Must have the use of sensory skills in order to effectively communicate and interact with other employees and the public through the use of the telephone and personal contact - Physical capability to effectively use and operate various items of office related equipment, such as, but not limited to, word processor, calculator, copier, and fax machine - May be required to do field verification by walking across grounds, working in mechanical/ electrical rooms of facilities, climbing on roofs. - Must be able to lift/push/pull 50 lbs. ** Mechanical Junior Engineer ** This position description is subject to change at any time as needed to meet the requirements of the program or company. ** POSITION SUMMARY Provides efficient, effective and timely mechanical engineering expertise, to include but not limited to Heating, Ventilation and Air Conditioning (HVAC) and petroleum, oil and lubricant delivery systems supporting the development, design, and program management of projects as part of Civil Engineering Services Branch’s staff. Interfaces with customer, civil engineering, and contracting management personnel as required. Accomplishes other administrative tasks as required to ensure effective contractor civil engineering services. ** MAJOR JOB ACTIVITIES - Work in conjunction with other Engineering personnel to analyze and calculate technical requirements, e.g., geotechnical, hydraulic, architectural, structural, mechanical and electrical, utilized in producing the technical portions of the Project contract documents, i.e., drawings, specifications, and estimate. - Provide the appropriate technical discipline required to provide analysis, planning, research, resource determination, calculation and assistance for any technical problem or requirement. - Identifies and validates project design requirements with all project team members and applicable external organizations (safety, security, etc) and the end user to further refine and coordinate project requirements and criteria identified during project programming. Coordinates completed design process with the end user. - Provides necessary construction documents (drawing, specification, cost estimates and other required documents) using automated tools such as Computer Aided Design and Drafting (CADD), word processing, spreadsheet and other applicable automated systems. - Performs construction management for the construction projects. - Works closely with USAF contracting personnel to ensure requirements supporting USAF-contracting procured construction and renovation projects are expressed accurately and comprehensively in design documents and that work is accomplished to a high level quality. Participates in meetings as required by Engineering Branch leadership to review project design and construction issues with USAF-Contracting, contracted Construction management and construction contractors as applicable and facilitates solution - Performs inspections and assessments of existing equipment to document for Base Asset Management. - Manages related service contracts as needed. - Performs other duties and assignments as required. ** MATERIAL AND EQUIPMENT DIRECTLY USED - Standard office equipment (computer, AutoCad, Microsoft Office software products, printer, copier, and telephone). - May require use of field equipment for testing construction work. - May require driving to various locations on Keesler AFB to review construction or investigate for design. ** WORKING ENVIRONMENT - Working in open office environment as well as the occasional site visit. - During site visits, there is exposure to physical and working conditions where serious accidents or injuries may occur, exposure to disagreeable noise elements, and prolonged high temperatures. - May require additional effort to handle multiple projects in a shortened time frame to meet customer requirements. ** Physical Requirements: - Must have the use of sensory skills in order to effectively communicate and interact with other employees and the public through the use of the telephone and personal contact - Physical capability to effectively use and operate various items of office related equipment, such as, but not limited to, word processor, calculator, copier, and fax machine - May be required to do field verification by walking across grounds, working in mechanical/ electrical rooms of facilities, climbing on roofs. - Must be able to lift/push/pull 50 lbs.

Jobs Requirement

** Qualifications - High school diploma or equivalent required. College degree in Construction Management preferred. - 4-10 years construction experience with supervisory or project oversight experience. - Advanced training in one or more trades within the residential building industry strongly preferred. - Knowledge of homebuilding and construction systems/processes, building codes and Register of Contractor Standards (ROC). - Must be able to read blueprints to maintain quality control and inspect all aspects of construction including framing, stucco installations, electrical, plumbing, etc. - Excellent customer service skills. - Working knowledge of Microsoft Word and Excel.
