Jobs Description

** Location: Battambang (Sampov Lun), Steung Treng (Stung Treng), Kampot (Angkor Chey), Kampot (Kampong Trach), Prey Veng (Kamchay Mea), Prey Veng (Sitho Kandal), Kandal (Koh Thom), Svay Rieng (Romeas Hek), and Takeo (Koh Andet). ** Purpose of role: The post holder will be responsible for leading and managing TB REACH project at the field level (OD-based). S/he will provide programmatic guidance and technical support to lay counselors (LC), who directly work with seeds and recruits in assigned community. The Field Officer will provide professional and technical inputs to lay counselors in developing annual and quarterly targets to be achieved, identifying TA needs, and providing management support to timely implementation of planned activities. S/he will be responsible for OD-based programmatic and financial performance management. S/he will closely with staff of CATA team during the ACF massive TB screening. ** SECTION A – DUTIES/RESPONSIBILITIES These duties are generic and may vary according to the location of deployment. ** MAIN RESPONSIBILITIES 1. Contribute to KHANA strategic plan KSP20 - Strengthen KHANA’s profile through promotion of its achievements in integrated TB in HIV programming - Build good collaboration with TB program at provincial and OD levels 2. Contribute to effective and efficient implementation of KHANA’s TB REACH WAVE 5-Scale Up program - Represent of KHANA staff for TB project in community; - Work with CATA team during the TB massive screening and related work - Ensure successful implementation of active case findings and linkage to care and treatment; work closely with PHD, OD, HC, NGO, International NGO and relevant stakeholders based in the assigned province - Work HCs to recruit lay counsellors (LCs) and seeds in consultation with community leader in their areas - Assist LCs in meeting with RH, OD, HC, VHSG, community member and chief of commune council to orient and direct the project implementation - Work in team with LC to develop annual work plan and annual target to meet the project objectives - Provide technical directions and support to the LCs, seeds and recruits on TB activities as required - Organize, lead and facilitate project-related meetings, including the creation of agendas and preparation of materials - Monitor implementation of planned activities through monthly progress review meetings, reports review, and field trips - Provide written feedback for improving performance of LCs - Monitor project deliverables and timeliness, solve when issues arise, and take corrective actions as needed - Consolidate reports sent from LCs - Prepare monthly, quarterly and semi-annual reports, and track budgets and expenditures on a regular basis - Provide technical support to LCs in developing weekly, monthly and quarterly plan - Responsible for exchanging money with coupons provided by LCs; - Develop quarterly action plan for continuous quality improvement of active case finding and management - Coordinate and link households who have experienced TB to existing livelihood and poverty alleviation programs - Participate meeting, workshop and conference as required ** Contribute to the achievement of KHANA programs - Share KHANA’s success stories, programming achievements via meeting and conference - Share report of TB activities with KHANA’s staff - Engage TB activities with HIV program at field - Support to research team in conducting research, assessment, documentation and evaluation of programs in relation to the project at field - When required, support other projects in disseminating findings of assessment, research, program evaluation, program documentation, review and assessment through KHANA’s website, professional conferences, reports, and other channels ** SECTION B – SCOPE OF AUTHORITY 1. SUPERVISION REQUIREMENTS - Lay counselors 2. LEVEL OF AUTONOMY The post holder is the officer of the TB REACH project (TB Reach Wave 5-Scale Up) at provincial level, responsible for managing day-to-day operations of the project. S/he has high autonomy in managing and taking initiatives to use any resource (including personnel and budget) for effective field project implementation, and managing performance of lay counsellors. The post holder is accountable for spending the budget based on the approved workplan and approval from line manager. 3.RISK MANAGEMENT The post holder is expected to be key ‘programmatic risk gatekeeper’ and has responsibility for safeguarding the project data, identifying programmatic threat and reporting the risks to line manager on a timely manner.

** SECTION C – PERSON SPECIFICATION (The person specification describes the professional/ technical qualifications, skills, knowledge and experience and personal competencies required for this post.) ** Education, training and experience - At least bachelor degree in any of the following disciplines: public health, sociology, or other related fields - At least 2-year experiences on TB project - At least 2 year experience on project management - Experience in HIV/TB co-infection ** Skills - Proficiency in computer literacy - Proficiency in both oral and written communications in Khmer and English - Good horizontal and vertical networking and interpersonal skills - Above-average reading and writing skills in both Khmer and English - Ability to perform tasks independently or with minimal supervision - Understanding of different working environments, scenario, and teams, and mechanisms allowing for optimal professional performance in each of those environments/scenario/teams - Maintenance of a transparent and open workflow and reporting process - Contributing to the creation of a working environment conducive to personal growth and professional collaboration - Maintaining an approachable and supportive personality - Ability to plan and organise a substantial workload comprised of complex, diverse tasks and responsibilities - Strong communication and presentation skills in Khmer/ English, and the capacity to identify and develop opportunities with an organisation-wide perspective ** Interested candidates must send your resume to our email address at recruitment@khana.org.kh by 20th September 2018 – 5.00 pm.
