Jobs Description

** Location: Battambang (Sampov Lun), Steung Treng, Kampot (Angkor Chey), Kampot (Kampong Trach), Prey Veng (Kamchay Mea), Prey Veng (Sitho Kandal), Kandal(Koh Thom), Svay Rieng (Romeas Hek), Takeav (Koh Andet), Tboung Khmom (Ponhea Krek), Kampong Speu (Oudong) and Udor Meanchey (Samrong). Purpose of role: The post holder will be responsible for assisting filed officer (FO) of TB REACH project at the field level in finance and administration portfolio. S/he will also assist FO in performing data entry and conducting field monitoring to lay counselors as required by FO. S/he will work closely with CATA team to conduct the mobile ACF ** SECTION A – DUTIES/RESPONSIBILITIES These duties are generic and may vary according to the location of deployment. 1. Administrative work - Coordinate and file document, contracts/agreements between LC, SEED and suppliers. - Work with KHANA admin to check or inform the issues related to assets and ensure stocks are well managed and recorded. - Work with KHANA admin to ensure effective and efficient logistics support for project at field level. - Contact with KHANA to procure some office equipment/ supplies and report according to KHANA policies. - Ensure cost effectiveness in the use of equipment & materials, resources, utilities and other relevant equipment. - Provision general support for project meeting, workshop, Technical support, and visitors. - Work closely with CATA team to conduct mobile ACF 2. Financial responsibility and accountability * Accounting - Prepare vouchers for payments, receipts and journals for the relevant line managers for approval. - Record all authorised payment requisition, receipts and journals in the cheque book. - Prepare cheques for review and signature and keep custody of KHANA’s project cheque books. - Prepare cheque book reports for bank reconciliation. - Assist with the development and documentation of financial management procedures. * Management of the Unified Payment - Ensure day to day management of the project payment. - Ensure arrangements of banking transactions such as transfer, withdrawal, deposit money into the bank and collection of bank statements from the bank. * LC Advances Ensure that all advances made to lay counsellor are properly checked and authorised and that expense reports are filed in a timely manner by - Checking total on expense report for accuracy. - Checking per diem rate and clarify with relevant policies. - Verifying number of days claimed. - Ensuring that payments made to staff/consultants are signed for by the recipient. * General support - Provide general support to the Field Officer. - Participate in the Finance Team and Project Team meetings and other meeting of KHANA as required. - Assist Field Officer in maintain financial documents. - Undertake other duties as required. 3. M&E responsibility - Support the field officers in data entry. - Assist FO in reviewing quarterly report sent from LC, and consolidate the report. - Assist FO in preparing quarterly report. - Support and perform data quality control through spot check, on- site data verification and supervision to field. ** SECTION B – SCOPE OF AUTHORITY 1. SUPERVISION REQUIREMENTS 2. LEVEL OF AUTONOMY The post holder is to assist FO in a day-to-day operation of the project. The post holder is accountable for assisting in financial transaction and administrative work as well as data entry. 3.RISK MANAGEMENT The post holder is expected to support FO as key ‘financial and data risk gatekeeper’.

Jobs Requirement

** SECTION C – PERSON SPECIFICATION (The person specification describes the professional/technical qualifications, skills, knowledge and experience and personal competencies required for this post.) ** Education, training and experience - Bachelor degree in any of the following disciplines: public health, sociology, or other related fields - At least 2-year experiences on TB project - At least 2 year experience on project implementation - Experience in HIV/TB co-infection ** Skills - Computer literacy: MS Word and MS Excel - Able to read and write English - Above-average reading and writing skills in Khmer - Ability to perform tasks independently or with minimal supervision - Maintenance of a transparent and open workflow and reporting process - Maintaining an approachable and supportive personality - Good interpersonal skills ** Personal competencies - Good level of attention to details - Pro-activeness - High level of adaptability and self-discipline - Willingness to travel to community for field work and monitoring visits - High level of commitment, especially when working under pressure - Willingness to perform tasks autonomously or with minimal supervision ** Interested candidates must send your resume to our email address at recruitment@khana.org.kh by 20th September 2018 – 5.00 pm.
