** Job Purpose

HR and Admin Manager is responsible for overseeing both the human resources and administrative functions within an organization. This role combines HR responsibilities with administrative duties to ensure smooth operations and support the overall functioning of the organization. Here is an overview of the main responsibilities and job description for an HR and Admin Manager:


*** Key Roles and Responsibilities

• Recruitment and Selection: Develop and implement effective recruitment and selection strategies. Source, screen, and interview candidates for open positions. Coordinate and conduct new employee orientations. Maintain and update job descriptions and job specifications.

• Employee Relations: Provide guidance and support to employees regarding HR policies and procedures. Address employee concerns and complaints in a fair and timely manner. Promote positive employee relations and a healthy work environment. Conduct investigations into employee misconduct or policy violations.

• Performance Management: Develop and implement performance management processes and systems. Provide training and support to managers and employees on performance management. Monitor and evaluate employee performance and provide feedback. Assist in the development and implementation of employee development plans.

• Compensation and Benefits: Administer compensation and benefits programs. Conduct salary surveys and analyze market data to ensure competitive pay practices. Manage employee benefits programs, including health insurance, retirement plans, and time off policies. Stay updated on relevant laws and regulations related to compensation and benefits.

• Training and Development: Identify training needs and develop training programs to enhance employee skills. Coordinate and deliver training sessions or workshops. Evaluate the effectiveness of training programs and make necessary improvements. Support individual employee development through coaching and mentoring.

• HR Policies and Compliance: Develop, implement, and update HR policies and procedures. Ensure compliance with applicable labor laws and regulations. Maintain employee records and HR databases. Prepare and distribute HR-related reports as required.

• Office Administration: Oversee general administrative functions, such as office supplies management, facility maintenance, and vendor management. Ensure a safe and efficient working environment.

• Travel and Logistics: Coordinate travel arrangements for employees, including booking flights, accommodations, and transportation as required. Manage logistics for meetings, conferences, and events.

• Records and Documentation: Maintain and update administrative records, including contracts, invoices, and other important documents. Ensure compliance with recordkeeping requirements.

• Budgeting and Financial Management: Assist in budget preparation and monitor expenses within the HR and administrative functions. Coordinate with finance for invoice processing, expense tracking, and reporting.

• Policies and Procedures: Develop and implement administrative policies and procedures to ensure efficient operations. Ensure compliance with relevant laws and regulations.

• Communication and Correspondence: Handle internal and external communication, including emails, letters, and other correspondence. Facilitate effective communication within the organization.

• Supervision and Training: Manage and supervise administrative staff. Provide guidance, coaching, and support. Conduct performance evaluations and implement development plans as needed.

- Bachelor’s degree in human resources, Business Administration, or a related field (or equivalent experience).

- Language: English / Chinese Specking

- Solid understanding of HR principles, practices, and employment laws.

- Proven experience in both HR and administrative roles.

- Excellent interpersonal and communication skills.

- Strong organizational and multitasking abilities.

- Attention to detail and problem-solving skills.

- Ability to maintain confidentiality and handle sensitive information.

- Proficient in HR software and administrative tools.


Language Skills


Ability to read and comprehend simple instructions, short correspondence and memos. Ability to write simple correspondence. Ability to effectively present information in one-on-one and small group situations to customers, clients, and other employees of the organization.


Computer Skills

To perform this job successfully, an individual should have knowledge of Plant specific software Inventory software; Excel Spreadsheet software and Word Processing software.
