-Actively contribute to long term strategy development of the Program in the North as a member of the Leadership Team; -Work together closely with the Provincial Program Managers (PPM) in Phongsaly and Luang Namtha to ensure operational needs of the Program are met; -Lead on the implementation of CARE and donor policies across the CARE Program in the North; and -Develop budgets for new projects in coordination with the Remote Ethnic Women Coordinator (REW C) and the Provincial Program Managers (PPM); -Review monthly Budget v Actuals (BvA) reports from an operational and financial perspective and ensure they are reviewed by Project Managers (PMs) and Provincial Program Manager (PPM); -Responsible for all facility management in Phongsaly and Luang Namtha, including identifying and maintaining lease agreements for offices and staff houses, management for safety and cleanliness of facilities, timely management of repairs and maintenance and insurance coverage; -Supervise Admin officer to ensure efficient management of vehicles and implementation of CARE vehicle management policy; -Ensure implementation of CARE policy on asset management, including maintaining an updated asset list, movement of assets, regular asset inventories and proper disposal; -Hold monthly meetings with senior Program staff and admin team to ensure effective financial and operational management; -Directly supervise finance and admin team staff members including providing advice and guidance, managing performance, effective administration of leave, budget and other approvals, and preparing annual planning and performance appraisals. -Act as CARE Northern part Safety and Security Focal Point (S&SFP;); -Manage the Program to ensure that there are no negative audit observations/findings related to Finance and Administration, Logistics and Procurement. If required, corrective actions plans are developed and implemented to address audit findings; and -Comply with CARE Lao’s financial and operational requirements, foster strong communication between operation and program teams and uphold high standards of honesty and integrity in personal conduct.

-Minimum Bachelor’s degree in Accounting or Commerce/Economics or equivalent and a minimum 5 years relevant work experience in a management position, preferably in finance and/ or management for an International Non-Government Organisation (INGO); -Qualified Certified Practicing Accountant (CPA); -Knowledge of relevant Lao laws; -Demonstrated high level organisational, financial and time management skills, including the ability to plan and manage workflows and balance competing priorities to ensure timely processing to meet deadlines in a complex environment; -Demonstrated understanding of gender equality and a commitment to CARE’s approach and values including ethnic diversity and cultural sensitivity; -Proven understanding of working with an International Non-Government Organisation (INGO) and a willingness to learn about CARE’s activities; -Demonstrated strong leadership, decision making, problem solving, planning, analytical and influencing skills; -Demonstrated experience in effectively leading, people management and motivating a team; -Demonstrated characteristics in honesty, reliability, trustworthiness with the ability to maintain confidentiality; -Representational skills including developing networks and relationships with key stakeholders; -Fluent oral and written communication skills in both Lao and English; and -Fully conversant in Microsoft Office with knowledge in Microsoft Word, Power Point, Excel, financial management software, preferably SUN System.
