Jobs Description

1. Recruitment & Talent Acquisition

  • Lead the recruitment strategy to meet the institution’s expansion plans, focusing on Branch Managers (BM),
  • Deputy-Branch Managers (DBM), Credit Officers (CO), and key Head Office positions.
  • Oversee the full recruitment cycle: job posting, screening, interviewing, and final selection.
  • Build a talent pool and network with universities to ensure a steady pipeline of candidates.

2. Compensation & Benefits (C&B)

  • Review and process monthly payroll, ensuring 100% accuracy in overtime, incentives, and bonuses.
  • Oversee NSSF registration, Seniority Indemnity payments, and Taxation on Salary (ToS).
  • Conduct market research to benchmark wages, benefits, and working environments to propose improvements and reduce staff turnover.

3. Training & Staff Development (Priority Task)

  • Design and conduct comprehensive induction programs for all new staff, covering company background,
  • Company Policies, internal guidelines, and professional ethics.
  • Develop and implement a "Training Calendar" for existing staff to provide regular technical refreshers and discipline-strengthening sessions as required by management.
  • Identify specific training needs across all departments and propose internal or external programs to improve staff competencies and technical skills.

4. Administration & Procurement

  • Manage the procurement process for office supplies, furniture, and equipment, ensuring cost-effectiveness and quality.
  • Oversee the company’s all fixed and non-fixed asset register, ensuring all items are tagged, recorded, and audited regularly.
  • Manage and monitor all office rental contracts and lease renewals for the Head Office and branches.
  • Manage the distribution and monitoring of company petrol allowances and SIM cards for staff.
  • Oversee office cleanliness, hygiene standards, and general maintenance to ensure a professional and safe working environment.

5. Performance & Reporting

  • Lead the performance management process (Probation and Annual Appraisals) and assist managers in setting staff KPIs.
  • Conduct investigations into disciplinary issues (fraud, policy violations) and issue warning letters in accordance with internal policies and Cambodian Labor Law.
  • Prepare and present the report of HR department to CEO
  • Other Tasks is assigned by CEO

Jobs Requirement

  • Bachelor or Master Degree in Human Resource, Management, Law, Business Administration, Banking and
  • Finance or related filed
  • Minimum 5 years’ experiences in HR and at least 3 years as Management Level. Experience with MFIs or
  • Banking sector is preferable
  • Strong proficiency in Microsoft Office (Excel formulas, PowerPoint), Email and HR Systems must require
  • Deep understanding of Cambodia Labor Law, Tax Law, and NSSF regulations.
  • Knowledge of NBC regulations related to governance and HR is an asset.
  • Good personal relation, self-motivation, honest, self-discipline, team and commitment
  • Strong interpersonal, team building negotiation skills
  • Good command spoken written English
  • Teamwork and willing work under pressure
  • Excellent morality & professionally
  • High motivation ability work and very good in leadership
