Jobs Description

-The Adviser will study and thoroughly understand the ASPIRE Programme --Implementation Manual, particularly the sections on monitoring and evaluation. -The Adviser will thoroughly familiarize himself / herself with the ASPIRE -Management Information System (MIS). An important role of the adviser is to provide colleagues and stakeholders at Provincial level with expert advice and assistance on the MIS. -With the support of the Senior Programme Adviser, the Senior Adviser – M&E and -MIS and the Provincial Sub-Programme Management Adviser, the Adviser will prepare and implement a work plan of M&E activities for the Province. -The Adviser will train PDA staff, Commune Extension Workers (CEW) and others in M&E procedures including entering data in the MIS. -The Adviser will assist the PDA Director to prepare the Provincial Sub-Programme and the Provincial AWPB for ASPIRE. -The Adviser will ensure that data is entered in the ASPIRE MIS in a complete, accurate and timely manner, including regular monitoring and validation of data entered by the CEW and District Agriculture Office, and take corrective action if weaknesses in data entry are identified. -The Adviser will generate regular reports from the MIS for information of the PDA --Director. -The Adviser will assist the PDA Director to prepare the quarterly, six-month and annual physical progress reports. -The Adviser will assist the PDA Director to prepare for supervision missions by preparing up-to-date data on physical progress and achievements to be presented to the mission. -The Adviser will assist the PDA Director to monitor progress measured by the performance targets based on the ASPIRE Performance Assessment system. -The Adviser will monitor the socio-economic profile of farmer participants in ASPIRE activities (including activities implemented by District Agriculture Office, -CEWs, service providers and private sector partners) to ensure that the core ASPIRE target group of poor and vulnerable smallholders are reached by the activities. -The Adviser will assist the PDA Director to monitor the performance of service providers and private sector partners. -The Adviser will work as a member of the ASPIRE Provincial Advisory team which is led by the Provincial Sub-Programme Management Adviser and the ASPIRE -Advisory Team which is led by the Senior Programme Adviser. -The Adviser will assist the Provincial Administration and the District Administrations in monitoring and evaluation tasks related to the ASPIRE Component 4 (Climate Resilient Infrastructure). -The Adviser will attend meetings, trainings and other events for capacity development of the ASPIRE advisory team under the leadership of the Senior -Programme -Adviser. -The Adviser will facilitate with Provincial Administration to ensure harmonize target selection and CIP/DIP.

Jobs Requirement

-The Adviser will have a graduate degree (post-graduate will be an advantage) and a minimum of five years’ experience in agriculture development, social science, economics, business management or other relevant field. -The Adviser will have substantial experience of working as an adviser to Government. -The Adviser will have substantial previous experience in a monitoring and evaluation role in agriculture and / or rural development programmes. -The Adviser will be willing and able to base himself / herself in one of the ASPIRE target provinces for the duration of the assignment, and will be willing and able to travel extensively in rural areas of the province. -The Adviser will have a high level of computer literacy including familiarity with -Microsoft Word and Excel. Some familiarity with database programmes and statistics packages (e.g. SPSS) will be an advantage. -The Adviser will have a good level of spoken and written English. -The Adviser will be a Cambodian citizen. -The Adviser must have his / her own computer to perform the daily work.
